1st Downs???

No. If it's goal to go, you can't get a first down.

According to the rules, if

a touchdown is scored from scrimmage (rushing or passing) within a series of downs starting from 10 yards or more from the goal line

it is a first down. So a series starting at the 15 with goal to go (because of a previous penalty) should be a first down.

I don't think you can start a series at the 15 with goal to go. Don't you have to be inside the 10 and then be backed up?
 
no b/c the series STARTED inside of 10...

Hypothetical-

Long run to the 2 for a first down, but there is for some reason, a hold on the 5 during the run that is penalized 10 yards to the 15. Isn't that series starting outside the 10?

if that's the case it would be first and 10 from the line of scrimmage (the 15 in your example)

if you ran for a first down to the 2, with a late holding on the play, it's 10 yards from the spot of the foul AFTER the first down making it first and 10 on the 15
