Anyone good with photo enhancement? (Low quality home break-in pics)

Larger won't help if it's not of better resolution. It's too late now, but you should probably check the settings on your cameras or recording software to see if you can up the resolution. Even the cheapest WiFi cameras generally will record at VGA (640x480)
 
It almost looks like he's smoking a cigarette in his left hand on the third frame. Check for butts and then run DNA on it. Should only cost around a thousand bucks. You can sell the ladders outside to help with the cost.

He smokes through out the whole thing.

He was smart enough to through the butts in the car but never noticed any of the 4 cameras.
