As a villain, where does he rank?

I think as time passes, the greatness if the character grows.

There was never a scene like The Joker sticking his head out of the police car window like a mad dog, but then again that may be the most powerful 5 seconds on film in the last decade.
 
Before the movie, he probably wasn't a top 10. He might be a top 5 now. Just off the top of my head, these are better villains.

Joker, Magneto, Ra's al Ghul, Lex Luthor, Dr. Doom, Venom
 
He is the absolute BEST movie villain that was a little bitch to the real female villain of ALL TIME.
 
This post inspired me to look up the villains Aquaman has faced. Such a long list, most of them really corny.

This villain from Green Arrow sounds interesing:
Joshua Green Lantern #78 (July 1970) Mind-controlling leader of cult preparing for race war, brainwashed Black Canary into almost killing Green Arrow; cult later taken over by Sister Joshua, who battled Black Canary but not Green Arrow (Flash #218, October 1972).

This dude from Green Arrow would be Moon's all time favorite villain:
Mr. Miniature Dwarf criminal, used fully functional "toy" weapons.

Seriously? Venom?
Galactus, Doctor Octopus, Green Goblin, Thanos, Kingpin, Apocalypse
All of these come to mind before Venom, and those are just Marvel Villains
 
In terms of Batman on-screen villain performance IMO:

1) Ledger's Joker
2) Hamil's Joker
3) Eckhart's Dent/Two-Face
4) Hardy's Bane
5) Ansarna's Mr. Freeze (WILD CARD)
6) Nicholson's Joker
 
I recently saw Killer Joe and Matthew McConaughey is all kinds of disturbing in it.
 


I remember this scene in the packed theater and it sent chills down my back. It was then that I knew that all the hype about Ledger's performance was legit.
 
Bane wasn't even the best villain in that movie.
