Wash's special teams is the worst special teams in all of football. It's not even close.

I think they were both bad in that situation, given Washington had no timeouts of their own, but at least the first one was called to give the defense a chance to regroup. The second one was inexcusable. Greg Jennings was flipping out on the sidelines.
 
2nd timeout was excusable. there were 38 seconds left with third down and goal to go. skins were down limited not time limited. they would never be struggling for time knowing they only had two plays total left.
