A professor from the University of Illinois has developed an algorithm for identifying partisan gerrymandering. Essentially, her program generates up to a billion possible district designs for a state using population equity, contiguity, and compactness without using any partisan data. If a state's proposed districts don't match any of them, it's a good sign the districts are partisan.
