Frist of the GOP isn't talking about a 5.25% tax this time. They want the money brought for totally free.

If it has value why shouldn't the companies pay for it?

They already did pay for it. Usually more than once.

For instance. A very oversimplified example. Company A has manufacturing subsidiary B in Alabama and sales subsidiary C in Italy. B makes a product and sells it to C. B pays a tax on the profit from the sale. C then sells the product to an end user and pays a tax on the profit. If C sends money back to A in the form of a dividend A pays a tax. It's all because the law views each of A, B and C as individual "people".
