Police Officer accidentally shoots 70 yr old man at traffic stop on NC-SC border

Qualified immunity is a concept that applies in civil suits seeking damages. It has nothing to do with a decision by the prosecutor not to file charges. Your beef is with the prosecutor, not qualified immunity.
