He's making his ruling based solely on DJ saying he didn't cause it to move. Looking at the replay, what did cause it to move if not DJ's putter? It's plausible it could be a spike mark under the ball or the ball was on the edge of a footprint, etc. DJ needs to have the presence of mind to say that could have caused it, because if he doesn't have a plausible reason he's going to get the penalty. The ball moved. Something caused it to move. It wasn't wind. It was either DJ or another excusable factor.
For the record, I think this is all complete bullshit because some armchair dickhead wanted to look at the high def video. The USGA already has enough of an image problem...
On greens that fast the ball could just move, if it's not very evident he caused it to move then he shouldn't be penalized. The we'll wait until after the round to make a determination is stupid too. It can a big difference how you play depending on whether you're a stroke worse then you think you are.
I agree completely. I still think the USGA will screw him because they won't ever admit they let the course get to that point.
was it dj that got assessed a penalty a few years ago for "grounding" his club in a sand trap the spectators had been standing in all day long? i think it was us open or pga and he missed out on a playoff.
It's why golf's rulings are moronic. They had a ref on the green with him and gave a ruling when it happened. It's over. The ref made a decision.

Rule 18-2b:
If a player’s ball in play moves after he has addressed it (other than as a result of a stroke), the player is deemed to have moved the ball and incurs a penalty of one stroke.
The ball must be replaced, unless the movement of the ball occurs after the player has begun the stroke or the backward movement of the club for the stroke and the stroke is made.
Exception: If it is known or virtually certain that the player did not cause his ball to move, Rule 18-2b does not apply.
