1. Auto shops don't discourage or actively prevent people from tipping their employees. My personal tipping practice is irrelevant.

There is no question that ridesharing traffic is an increased strain on infrastructure, at a time when American infrastructure is severely underfunded, and greenhouse gas induced climate change is accelerating at unanticipated rates. Refusing rides, taking ubers everywhere, using cash - those have just been common behaviors of them. Its probably to avoid situations of having to show an ID or CC with a name on it? Or just simply using cash to prevent a paper trail. I don't know beyond that.
Use dating apps - This is just a common way they may try to meet and develop relationships with DSA members. I think developing romantic relationships may give them cover.

I don't disagree with the premise of the article (that Austin's rail system was a waste of money) and I got bored like two paragraphs in and stopped reading, but judging the efficiency of a commuter rail system based on the busyness of its terminal stop on a Saturday morning is very dumb.
