Forcible contact with the crown of the helmet is targeting, regardless of where the other player is hit. Then there is also targeting that is forcible contact to the head or neck area of the opposing playing, which doesn’t require crown of the helmet.

Yes but forcible contact has different meanings if the hit is above or below the neck. I don’t think that hit, being on the receiver’s back, was forcible enough to warrant a penalty.

More concerning for GA is Stetson Bennett with ice on his right leg.
