Yes and no. They don’t do that in the car (unless it’s a long trip) or if people are around, but every second if they’re on their own or walking around (between classes, etc. ) they are and I have a feeling the oldest might when he’s in class too doing work.

Any company can request it. Typically you see it with new public companies, companies who switch from one exchange to another, or when a company has a major event/transaction like a merger, spin-off, product, etc. I've been part of a group to ring the bell like 6 times.
