I couldn't care less about the Mayor's race. The point is that the security detail wasn't influenced by the hue of the protestors. It was determined by the optics of having armed guardsmen interacting with the public.

You are missing the point regarding the racism aspect here. Basically Bowser asked for trump supporters to be given the benefit of the doubt DESPITE all evidence to the contrary (that you previously ignored/discounted). That was NOT the case during the BLM protests. This administration actually sent law enforcement officers in to protests with all identifying insignias and names removed in order to avoid scrutiny. During trump's insurrection and attempted coup he withheld the DC national guard as well as refused to allow va and md troops to enter DC to help until pence and others intervened. The MD gov has implied when the secretary of the army finally gave approval he was doing so on his own after needing to bypass the silence coming from the president. Add to that the way these "protestors" turned home grown terrorists we treated by the police that were there. Read the takes from African American capital police officers and how they spent their day. Spoiler alert: physical assault and thrown n words were far more common than taking selfies with those terrorists.

There are multiple entities/people who ate in charge of security of the federal buildings. Capitol Police. Metropolitan DC police. Federal Protective Service. Park Police.

Secret Service was also involved because the VP and VP-elect were in the Capitol.

ETA:
The Sergeant at Arms of the Senate also has responsibility for security of the Capitol Building.
