It's certainly the mindset he has, and I find that the vast majority of his supporters share it as well, even though they deny it vehemently when discussing the welfare state. Of course, I guess it makes sense that someone with a victim mindset would deny having a victim mindset, or at least, it wouldn't be their fault that they did...
