This from a Washington post article. There is one huge reason why Puerto Rico is having a hard time, Trump is surprise surprise doing a horrible job. A comparison between US response to non-citizens Haiti under Obama and response for US citizens under Trump.

After an earthquake shattered Haiti’s capital on Jan. 12, 2010, the U.S. military mobilized as if it were going to war. Before dawn the next morning, an Army unit was airborne, on its way to seize control of the main airport in Port-au-Prince. Within two days, the Pentagon had 8,000 American troops en route. Within two weeks, 33 U.S. military ships and 22,000 troops had arrived. More than 300 military helicopters buzzed overhead, delivering millions of pounds of food and water.
By contrast, eight days after Hurricane Maria ripped across neighboring Puerto Rico, just 4,400 service members were participating in federal operations to assist the devastated island, an Army general told reporters Thursday. In addition, about 1,000 Coast Guard members were aiding the efforts. About 40 U.S. military helicopters were helping to deliver food and water to the 3.4 million residents of the U.S. territory, along with 10 Coast Guard helicopters.

This is really infuriating.

That can't be true. Puerto Rico's own president has confirmed that the aid has been great, top notch. He also added, strangely, that "Trump has the largest hands he has ever seen" and "Trump is the best president there has ever been ever anywhere."

he's also tweeted today about the S&P 500 gains and how big decisions will have to be made about rebuilding PR after hurricanes destroyed its infrastructure.
 
Basically currently the government succeeds despite trump. So for place like Texas and Florida the plans were already in place, the state and local government was ready and trump "success" falls to previous plans and ready action. Puerto Rico represents a situation that didn't already have a go to plan in place without the ability of the local government to do anything, for a variety of reasons. This leaves trump and his administration the need to actual govern and make a workable plan, so surprised it's been a failure.
 
Also Texas and Florida voted for Trump. I can't imagine he hasn't taken that into consideration.

He kinda saved himself by restating it was the timeliness of the police response that was the miracle.

Doesn't matter what he says or that he sorta saved himself. 40% of the country will still be in his corner no matter what he says or does.
 

The polls for him have been trending up slightly over the last month or so. He's in the high 30s in Gallup and the others he's been low in and in the low 40s in Fox, Economist and others he's been a bit higher in. Average has been around 39%. Unpopular legislative failures and saying stupid and god awful things doesn't appear to affect his numbers. It's going to take the economy tanking or health care fiasco to really put a dent into his ratings. Unfortunately, we do appear to be headed to a health care fiasco.
