Would it break any kind of rule for a major college basketball transfer, like Hunter Dickenson, to make a championship prediction bet on his future team (Kansas) before he announces that he is transferring there, which of course raises their odds to win the championship?

Yes. The rule that college athletes can’t bet on sports.
