Needle in a haystack trying to prevent someone from placing an improvised bomb on a train track. About the only way we could/would find the person is to have their name or have info that tells exactly where/when they plan to do it.

Yep. And that's why I'm not that worried about these terrorists. They're idiots. My only fear is that we destroy their organization enough that they're forced to do small scale stuff as individuals.
