If we judge size of a company by net income then a company could get "smaller" by hiring more employees (thus increasing expenses.)

There are 50 million dollar companies that arent very profitable, there are 500 million dollar companes that go bankrupt. You could stretch that argument as far as you want, it's specious reasoning to oppose progressive corporate tax, especially considering that there are already many corporate tax mechanisms to offset losses.

Realize that your agreement on some arbitrary designation of "small business" is unrelated to the topic. The Seattle city council didn't say that "small" businesses would be exempt from the tax. The only reason that phrase was even brought up is because somebody's conservative chicken little buddy or whatever whined it and said something dumb about the "golden goose".

The running designation of "small business" in America includes like 95% of all businesses, so this strident defense of it is noted but...aimless.
