Targeting is a dumb name for the penalty, of course the defender is targeting the person with the ball

They only showed the replay once on tv before cutting to commercial break. Looks like a pretty weak "with targeting" call though but technically the defender hit the QB high and their helmets look like they may have bumped as the defender seemed to pull back from fully hitting the QB after the QB got the throw off.
