You're confused.
The part where you support active, de jure discrimination along racial lines is racist.
Not really.
prejudice, discrimination, or antagonism directed against someone of a different race based on the belief that one's own race is superior:
You can't really be racist against your own race.
Racism would be more like when somebody attributes the failure of a certain segment of another race to behavioral failings within that race while that same person doesn't hold similar segments of his own race equally responsible. That's racism.
