Nope, you’re talking about Congress’ failure to pass new immigration laws. ICE and other border agencies are still actively doing all that they can within (and often in excess of) existing laws and funding.

I think Birdman put it best...ICE is doing everything they can with their resources, and stopping record numbers of migrants at the border, but the scope of the problem far exceeds their capacity.

The NYT had a decent article about the problem last fall. The number of migrants is overwhelming cities like New York, but there isn't really an incentive at the federal level to change enforcement because even migrants here illegally are a boost to the economy.

Those all may be great fixes to the immigration “problem” but you even admit that that the 4 justices siding with Texas are obviously wrong when you say “They’re working on stopgap executive orders.” The federal government has obviously not ceded responsibility, the state of Texas simply disagrees with thier tactics.
