I would doubt that.

Also his 9 international game ban is for "official" matches which basically includes World Cup, WCQ and Copa America games. That one could last for a very long time

It does include him not being able to play in any pre-season friendlies, so I really do wonder if he will even be allowed to train officially with the club.

Oh, & Suarez was fined 100,000 Swiss Francs as well. He's also banned from entering any stadium, anywhere while suspension is in effect.

Fifa clarification on Suarez. He WOULD be able to transfer during his ban from football-related activity (hypothetically of course...) #LFC

Liverpool are contractually obligated to pay Suarez's wages even though he will be suspended. That will amount to about...what? 3 million pounds during the time he is suspended and cannot even step foot inside of Anfield.
