Batum should wait until KD signs. He'll likely be one of the top targets for several teams after that. He doesn't have to make a decision over the weekend.

The Hornets might have to max him to keep him. Good him! Not as good for the team.

Batum wants to play for France in Rio and he needs to sign almost immediately for insurance purposes to be eligible for their team based on their time table. He'll probably be done on July 2nd.

Barnes isn't a top 10 wing, or a top 15 wing for that matter. I'm honestly not sure if he cracks the top 20. Off the top of my head:

I was referring more to a 3/4 than a 2/3.

Barnes SUCKS! The Sixers shouldn't sign him for anything more than $8-10M. But he'll get much more.

You said wing player, which is typically the 2 and the 3, though I tried to only name guys who could play/guard both positions.

If you are talking 3's who can play small ball 4, or 4's that can guard 3's, then you've got

Given the cap situation this year it makes sense for a team with a ton of cap space to offer Barnes a 2-year deal at the max maybe with a player option on year 2. That way you take the 23+ million cap hit in years where you need to eat cap space but avoid the 25+ million cap hit on a 3rd or 4th option after you have hopefully signed a marquee free agent and extended your star young players.

If Barnes thought he could actually be a number 1 or 2 option on a decent team he would take that deal, betting that a year as "the guy" in philly or wherever earns him something close to the max next year. He's smarter than that so I expect him to steal $90 million from some GM this summer and hope he doesn't become the next Joe Johnson
