A lot of that is holdover from Trump's MPP policy and the Biden administration trying to sort that out. I don't think they are handling that perfectly, but it's a mess to try to undo. A lot of private funding is needed immediately to bridge the gap until the gov't can fund a solution.
Biden is expected to sign the PD today, but from what I'm hearing may keep Trump's all-time low ceiling of 15,000 in place. He would include regions that had been previously excluded under Trump.

Demand for cheap labor?
I have no idea what the demand for refugee asylum is or what the numbers have historically been or how many more people have wanted a spot than got one.
It also looks like he is lifting the cap.

It never fails to amaze me at how so many Democratic pols and talking heads are always so concerned - some might say obsessed - with trying to placate and win over the GOP base, while the Republican base, pols, and talking heads are only concerned with ranting at how Democrats are worthless, anti-American socialists who need to be destroyed, and do nothing but block and vote against everything Democrats want.
The GOP has to drive their turnout of the base to have any shot and that’s what plays to the base.
The Dems need “moderates” to come to their side. They’re not placating the GOP base.
If both sides play the extreme only (because of gerrymandering) the GOP wins.
I agree that I would prefer if some of the Dems would have more of an “elections have consequences” attitude.
But I’d prefer more that the GOP continues to lack full control of Congress and the White House.
I’ve never seen good evidence of this omnipresent claim.
