I read it two ways, both more maf than civ. One is mafTejas/civPh where he's trying to seem like he's pro-town because he knows Ph is a civ so "policy lynch bad". Second is maf teammates Tejas/Ph where it is a pretty easy justification to try to get votes off Ph.

Think first is more likely than the second because if you got Ph on your team why go out on a limb there.
