It's just another line in the attack on public service. Same with the leaked budget proposal that will slash federal retirement benefits. You need incentives to move intelligent smart people into public service. The pay is always less than private so you need job security and benefits to offset that. Sure it doesn't matter for some clerical worker pushing papers with an associates degree but it certainly matters for anyone with an advanced degree. If you don't provide the incentives you either have critical positions not filled or you have unqualified dumbasses in said position. It's around and around you go, government doesn't work, slash incentives for public service, nobody qualified takes public service jobs, see government doesn't work, around again.
