    I understand that it's difficult to impose punishments on circumstantial evidence, but wouldn't that make you pause when you're deciding to make him team captain? Where there's smoke, there's fire, and even being present (and "guilt by association") tells me that he may not be the best choice...

    OK, so if the military's OK with it, and athletes at Army/Navy join in, can you cite those schools for "lack of institutional control?" I almost think you should let students in academies take anything they can, especially if you know they're going to go on active duty.
