Bottom line IMO: WHen you make Cam a pocket passer, you take away what differentiates him from other QBs and you take away what is the difference maker - his legs and his threat to use his legs. Now, with Cam staying in pocket, you have reduced him to being a thrower. And Cam is NOT a great thrower of the ball. And with his legs out of the equation, DBs and linebackers can stick like glue to receivers and you can blitz etc and not get burned. So then you are back to having to be a great thrower, and Cam just is not. With his legs he is a great thrower because receivers can separate and he creates time. As it is now, Cam is basically a NFL 2nd string QB: not super accurate as a thrower and not a super decision-maker (waits too long to throw and doesn't anticipate patterns super well). To top it off, now that he has to stay in the pocket, you better have great tackles and we do not have that.
