No surprise at all. In fact, this was expected as soon as it became clear that the GOP had a majority on the State Supreme Court. Elections have consequences, as they say. Whatever the NC GOP needs to do to stay in power and limit the power of any Democratic-controlled branch or agency, such as the governor's mansion, to block or oppose their whims will likely see its power reduced or just removed under this court.
