However, most halls of fame put enshrinees in some sort of chronological order, not in some order of who was "best" over decades. What criteria were used to say that Walker was "better" than some guys who went on to make the Pro Football Hall of Fame?

Imagine how many votes Walker will get once voters are informed about his football exploits. A textbook October surprise (in November).

for recognition of each individual's high school career? high school achievements
 
Georgia started the Georgia Prep Sports Hall of Fame in 1956.

"Its mission was to promote and improve athletics in the state; to foster a high standard of ethics and sportsmanship; to encourage closer cooperation and better understanding among coaches, administrators, and the public; and to foster the professional development of coaches."
 
Right. This is the Georgia High School Football Hall of Fame which was started in 2022 and Herschel Walker was the only unanimous inductee.
 
Pretty rough go for Cam Newton in the selection process. He really only played one full season of HS football though.
 
How can a devoted follower of Stephen Miller ever call anyone a racist?
