NIL collective starts for WFU

People are finding some interesting ways to direct commissions and other strictly passive income streams to them if they feel confident that they can demonstrate the athlete is truly not working at all. The state doesn’t have enough officials to call games in most sports. Wonder who is in charge or monitoring that.
 
Question in general about the concept of NIL:
Obviously college and pro sports are two different animals (but not as different as they were even a few years ago), but how does say the NFL with cap restrictions on salaries get around guys getting paid NIL-type $$ in addition to their contract?
For example, if the Panthers don't have enough cap space to pay Aaron Rogers to wear the teal, but wink/wink nod/nod Rick Hendricks pays him another $20MM to make a commercial for his Carolinas dealerships if he'll sign w/Charlotte. Would NFL guidelines allow for that? (assumption is that Hendricks has no ownership in the Panthers, just a supporter with nothing better to do with his $$ like some of these college mega-boosters).
